SHPOA is currently looking for volunteers on most of its committees. If interested in helping out or passing along suggestions, please contact the officer chair associated with the committee.
The following committees were recommended by the Officers and approved in April 2019. Committee guidelines, as well as specific committee roles and responsibilities, are outlined below. Committees with asterisks are standing committees per the SHPOA Articles of Incorporation and Bylaws.
Committee Guidelines
All SHPOA Committees are asked to govern themselves using the following general guidelines:
- Must establish a committee chair responsible for conducting the meetings.
- Must submit an annual budget to the Budget & Finance Committee for activities planned for the year.
- Must submit meeting minutes in writing within two weeks of their meeting date that provides information on persons attending and decisions made.
Specifics on proposed and standing committees are outlined below. Standing committees listed in the SHPOA Articles of Incorporation are marked with an asterisk.
We ask everyone to review and join the committee that best suits their interests and skills as we work to improve our neighborhood and community.
Activities
- Plans and executes neighborhood-wide activities to foster neighborly relationships.
- Plans and executes neighborhood fundraisers.

*Beautification
- Oversees maintenance, landscaping and signage at neighborhood entrances and common grounds.
- Develops programs for neighborhood beautification including yard of the month, décor awards and neighborly assistance.
- Provides neighborhood monitoring including unkempt yards, houses & rental property exteriors and unkempt vacant lots.
- Leads neighborhood participation in EBR Initiatives that can impact our area including the Blight initiative.
Block Captain
- Serves as an advocate for the block and ensures that concerns and issues are documented and forwarded to the appropriate SHPOA Committee.
- Coordinates block and organizational activities to foster fellowship and neighborly interactions.
- Establishes neighbor-wide New Neighbor Welcome Packet and welcomes new neighbors to their block.
- Solicits members to join the association.
- Encourages members to participate in SHPOA Activities.
- Provides hospitality to neighbors who have long-term illnesses, infirm or are less mobile.

*Budget & Finance
- Provides financial oversight for the organization.
- Responsible for budgeting and financial planning, financial reporting, and the creation and monitoring of internal controls and accountability policies.

Communications
- Keeps the neighborhood informed of planned events, emergency notices and event reminders via robocall, website, and/or newsletter.

Community Relations
- Participates in external organizations (BREC, EBR Initiatives, North Baton Rouge Now, CADAV, Scotlandville CDC, Citizen’s Advisory Council, Federation of Greater Baton Rouge Civic Associations; Southern University, The Law Center at Southern University, Baton Rouge North Economic Development District, etc.) to develop community partnerships.
- Identifies opportunities and programs that are advantageous for Southern Heights participation.
- Identifies external program issues that negatively impact our area so we are better able to convey our concerns and responses.

Infrastructure
- Identifies and develops recommendations to address issues & solutions with public services (i.e. water, sewer, roads, trash collections, mail services, power, mosquito abatement, etc.) that impact our area.
- Provides updates on issues and solutions to the neighborhood.

*Police & Fire
- Establishes fire and crime prevention relationships with EBR Fourth District Precinct, local fire department and Southern Heights Crime Prevention District serving our area.
- Organizes activities for fire safety & prevention and crime.
- Communicates crime updates and works to define solutions to address issues.
- Works to provide solutions for Solicitations, Traffic, Speeding, Loitering, Littering, Loud noises at night, etc.

Zoning/Restrictions
- Focuses on zoning, planning and community development changes impacting our area and ensure compliance with the recorded deed and subdivision restrictions.
- Responsible for notifications for EBR neighborhood code violations and violations of SHPOA Covenants, Codes & Restrictions (CCR’s).

- Supports organizational management and oversight.

- Establishes and maintains the set of rules (inclusive of state law) that govern SHPOA operations and activities including Articles, Bylaws and Covenant, Conditions & Restrictions (CC&Rs).
