Southern Heights Neighborhood Crime Prevention & Improvement District (SHNCPID)

History

In 2015 as part of a Secretary of State-run election, Southern Heights residents voted and approved LA Revised Statue 33:9097.21. The state legislative bill established the Southern Heights Neighborhood Crime Prevention & Improvement District (SHNCPID) for 10 years to supplement police patrols, enhance safety & security and fund capital improvement projects for Southern Heights.

The bill specifies the District’s boundaries, the state laws that govern its operations as well as the public officials and the organization responsible for appointing Commissioners who provide oversight and management of the District’s operations in volunteer service to the Southern Heights residents. The bill outlines the ownership and residency criteria and appointment terms for Commissioners.

The SHNCPID is a quasi-government district, whose operations are funded by additional Southern Heights property taxes of $100 per lot annually. The tax millage is included in the annual property taxes paid by Southern Heights property owners. As a government agency, it is required to operate in compliance LA state laws including the LA Open Meeting Law (R.S. 42:11 – 42:38), the Local Government Budget Act (R.S. 39:1301 – 1315) and the submittal of sworn financial statements and affidavits of revenues annually.

Additionally, Commissioners are required to annually complete Ethics and Sexual Harassment trainings. Cybersecurity training are required for persons or organizations handling its web presence.

SHNCPID operations began in January 2017. Southern Heights residents are its’ public constituents. The District must be renewed in a State-run election no later than 2025.
