In 1962, the Southern Heights Property Owners Association (SHPOA) was established as the home owners association for Southern Heights. SHPOA is a nonprofit corporation, which is created pursuant to a declaration, whose members consist primarily of lot owners, and which is created to manage or regulate, or both, the planned community. The SHPOA Articles of Incorporation were filed with the Louisiana Secretary of State in order for the Association to become a registered Home Owners Association. Fifty-four residents (49 men and 5 women) were named as witnesses in the SHPOA Articles of Incorporation. This document obliges SHPOA to adhere to the Louisiana Revised Statutes for HOAs as well as laws covering neighborhoods in East Baton Rouge Parish and the city of Baton Rouge.
